On February 27-28, the RA NA Standing Committee on Health Care and Social Affairs organized a working discussion with the representatives of the RA Ministry and Social Affairs within the framework of the programme Modern Parliament for a Modern Armenia.

The package of the draft laws on Rights of Persons with Disability, on Functional Assessment, on Making Addenda to the RA Code on Administrative Offences and on Making Amendments and Addenda to the RA Administrative Procedure Code. It is proposed to make key amendments. It is designed particularly to turn from the model of disability definition to functional assessment. An opportunity will be given to make comprehensive assessment of the person’s needs, as well as to observe the disability, according to the person’s degree of functional restriction, taking into consideration the influence of the environmental factors on his activity and participation.
